It Couldn't Happen Here (japan vhs)

I have received this today but can't find it on psb-catalogue.com.

The Japanese laserdisc on there appears to have the same catalogue number as the vhs.
Is this correct, does it really have the same number. And how rare is this vhs version.

I have a copy. TOVW-3073. The LD is TOLW-3073.
