I think N & C have taken decitions about the tracklisting of the album (and the order of the tracks), the new singles and maybe the next tour. The thing is they don't want to announce that on the official site because if they did that it wouldn't be good to make some changes (for example with the first single ).
So, this time Popjustice have announced something that the PSB official site hasn't confirmed yet (they'll wait until the last time, I suppose).
I don't know why but I think they are not very secure about the decitions they have to take for the new album, that's for sure. And also I think they take a look to all the reviews some people give about "Fundamental" (that's why I think they have changed the order of the tracks). So everything can change again.
Maybe they can take good or wrong decitions but is a fact that they are thinking about it seriously.

9 times out of 10 any changes are down to Emi not psb
I don't know if the record companies do that again and again. I don't remember changes in the first singles of other artists, having announced before (which it doesn't mean it doesn't happen).
What I wanted to say is that now PSB are going to think a little bit more any "new" from the official site (at least I suppose that). I believe they don't want to make a mistake again of saying something and then change their decitions. I think, that's why POPJUSTICE has given the information and the official site hasn't confirmed.

Everything you say is true, but, in the final analysis, who cares?
Of course they have decisions to make, like we all do (get out of bed at half past ten, phone up a friend etc.. etc..)
I get the feeling even the PSB are excited about this CD, not that they arent about other ones but I think they believe they have something special with this one.
