Actually, you do need permission to release a cover version. Just try recording and releasing a Rolling Stones track without hearing from their management, and getting clamped down on.

no you don't, as long as credit is rightly given. The Rolling Stones are cmoney grabbing, corporate whores so it's no wonder they or their management try and intimidate people

Am pretty sure you don't need permission as When P Diddy released that I'll Be Missing you Sting had no idea until he heard it on radio or saw video I forget which.

Simple. You use a few select lines of the 'West End Girls' lyrics, repeat them over and over again, and add no further original lyrics of your own. That way elements of West End girls become the entire lyrics to the new song.
