I've used http://www.cdjapan.co.jp for the past few years and I've found delivery to be about the same as from the UK (I live in the US), and the prices less than buying the products as as import from a domestic source. In typical Japanese fashion, they also package their items for shipping with great care and wrap the items in colored tissue paper!

Try www.eil.com. Although a now-worldwide operation as such (offices in US and Japan) they are based primarily in the UK and are very good for all japanese releases and rarities in general although be warned they are fairly pricey.
if you can't always be good at least always be kind...

It is because imported CDs are cheaper than domestic editions in Japan so the Japanese record labels often release fancy editions to persuade punters to part with their yen. Hooray for Toshiba EMI!
