When I worked in the music biz a few years back the playlist chart was based simply on the number of plays I seem to remember, it didn't take the audiences in to account.

Did this change or is my memory playing tricks on me?
It changed. Now its based on audience reach, so songs played on radio 1 & 2 are usually higher up the chart because they are the most listened to stations.
If it was based purely on numbers of plays, 'I'm with stupid' would be way down the list

Slightly worrying observation:

'I'm with stupid' has not been played once on Radio 2's Breakfast show this week, the station and nation's most listened to show.
Though they are on the A list both this and next week, it would seem they're not #1 on that list now, so should expect a sizeable downturn in audience share and, consequently, a plummet down the playlist chart next week (from current #12).
Unless another swathe of large audience stations have picked it up. Which I think not. Capital group is still a PSB-free zone!
