So 'Integral' gets a positive mention but Fundamental as a whole gets trashed ...

Well, the song is a satire, with Neil taking the role of a fascist bureaucrat advocating id cards. So although I agree with you about the lazy way of labeling PSB as constant ironymongers, in this case the writer does have a point. In real life Neil is opposed to the id cards, therefore he doesn't mean what he says in the song - and that's one form of irony.
