I think the release tour began even before the launching of Release (the name was uni-tour but basically it was just the same). It was very cheap and it was like a rock and roll concert, so it didn't need too much time to be ready.
So I think the new concert will be expensive and something new, maybe it's one of the reasons of this delay.
