Exactly. This is a famous old poem - my grandfather taught it to me when I was a child. It is obvious that "gay" means "happy" in this context.

By the way, according to the Oxford English Dictionary, the word "gay" has been used to also mean "homosexual" since at least 1935. So not so sudden then...
