D3 is just a collection of tracks intended as B-sides, dance remixes (by outside producers except Here) and three new tracks. It was a non-promoted mid-price curio designed to appeal to more than a London single would have done, that's all.
If there is room to include all the PSB mixes from D3 on Release FL why would they choose not to?
There's more chance of Zimbabwe winning the World Cup than there is D3 getting its own FL disc.

Frankly, I would feel LESS cheated if PSB chose to include D3 tracks on a Release FL if there was sufficient room, and MORE cheated if they left them off just because some of the people that would buy Release/FL already bought some of them on a mid price CD four years ago.

There's still a dub of Here, an extended mix of Somebody Else's Business, the Berlin Radio version of London, the demo of Positive Role Model, the unreleased track Powerful Friend and a couple of backing tracks they made for radio performances, such as electro versions of Rent, Opportunities and It's A Sin.

And package the FL with what album? PopArt is a double already. Whether or not there's enough bonus material for a Disco 3 Further Listening disc, depends on where you draw the line. Why would the demo of Positive role model recorded in 2000 be on a D3 FL?
Neil has already stated that all the tracks connected with C2H will be on a Nightlife FL. And as SEB was recorded at the time as Positive role model I'd guess that would be on there as well.
It looks like:
Nightlife: C2H and tracks recorded 1998-2001
Release: Disco 3 and tracks recorded 2001-2003
Fundamental: PopArt, BP and tracks recorded 2003-2006
