TSAGS is a typical PSB song, widely loved by the fanbase. The last time I saw PSB live (in Bonn, Germany) it got the best reception of the evening. But that doesn't automatically make it a good single.
If you don't count Fugitive, then Integral is by far the best choice for a hypothetical 4th single. It's catchy, classical PSB and it deals with a current political theme. That might help to stimulate sales and get more airplay.

If they release a fourth single, the most important thing is to get the b-sides right at this point. The dismal sales of Numb were mostly due to even the fan base deciding on to not buy the singles, because the Numb versions were of no interest to anyone, Party Song was considered dire by most (myself included) and Bright Young Thing had leaked three years ago. No matter what the a-side is, they should concentrate their efforts on having two all-new sterling b-sides (like fantastic Resurrectionist) so that the 10 000+ fans who bought I'm with stupid will be excited about the release. Because without them there is no chance in hell of the single becoming a hit, no matter what the a-side is.
This also rules out a double a-side in the style of Integral/Fugitive, because that prevents the both b-sides on being available on the cd formats and not as cumbersome audio tracks on a dvd single.
