Erasure might be closer to a fair comparison, but I don't think NO is- they were more popular than PSB at both of their heights...(and NO has a label that believes in them).
Yes, PopArt wasn't released because of all the labels bickering, but if it were really that important, a deal could have been struck. I'm sure that after the pie was cut in its many pieces, there wasn't a single label that could fit the bill to put it out, ESPECIALLY, as you point out, that once they'd have had a deal put together, most of the true Petheads would have already had them on import....
