A funny coincidence - 9 March '06
From the London 'Evening Standard' regarding the ID cards debate:
"But Home Office Minister Andy Burnham said a fresh vote would be called because it was 'integral' to the entire ID scheme."

lol I think he was giving a little nod to the PSB with that comment.
I think it might be a single but not the first one as I doubt you can change it now so close to the release date and have new stuff printed up and made in time.
I really want to hear that track, its hard to imagine a political disco song alhough going by the descriptions integral sounds as though it is like an upbeat discoteca what with the chanting.
