Japanese "Release-Tour" Video

Some question for the people from Japan:
Can somebody tell me more about this japanese videos?
I attached some pictures with the video covers:
The first one is the complete recording of the 2002 Pet Shop Boys Japanese Tour!
I need any information.

I think the Fuji Rock Festival performance (2002) was shown on Japanese TV - whether in part or the whole concert I can't recall. There have certainly been bootlegs of the performance knocking around for a long time.

Channel 4 showed "It's a sin" from the performance on their highlights show of the festival.

Probably ripped from youtube and burned to DVD.
Bet the sound quality is awful.

I think it´s a Bootleg, but in Japan?
Is that really possible?
I thought Japan are very strict in such things.
