I'll start by saying that this ridiculous rule of not having to qualify if you are hosts, must be changed. Especially if there are joint hosts. Surely you have to earn the right to be there.

It would seem stupid for the host not to be in the tournament though - support from the home fans etc is quite often what makes these tournaments so good. Why bother if you're country aren't even in it?!

What's ridiculous is the co-efficient system used to seed these groups. World Cup finalists France are in Pot 4, and World Cup semi-finalists Germany and Portugal are in Pot 3. So, thanks to UEFA, we could end up with Netherlands, Italy, Germany, and France in one group while Austria, Sweden, Romania, and Poland end up in another. So much for balance.
I much prefer the old system where performances in the two previous tournaments dictated seedings.

Whether the hosts were in the finals or not, i'm sure it wouldn't affect attendances too much.Surely a big tournament like this, infact any tournament, should feature the teams that deserve to be there through results. Austria especially look garbage.
As for the pots, there will always be more questions than answers. It would be a bit more exciting to just throw everyone in a hat and you get who you get.

The Dutch should be ok. Sometimes it's better for the top sides to play top opposition. Poor sides tend to drag you down to their level.
