I don`t think that Neil Tennant wants to become a father. I remember him during a talk-show for BBC saying - with a very thoughtful expression on his face - that, for some reason, he decided not to have children. Also, when the host mentioned the gay male couples having kids, he seemed to dissaprove this, saying that "they have to involve a woman too"... IIRC. He`s still a Catholic in some ways, maybe.
And, why would he want to have kids of his own? He already has many lovely nieces and nephews, so the perpetuation of the valuable Tennant genes into the future is already guaranteed. We, as fans, should be more eager to know that he is writing good music and/or excellent lyrics, rather than being worried about the health, education etc. of some kids...

I think it is really a pity that Neil won´t have his own child. On one hand, it´s better that he has not, because he has more time for making music, but on the other hand, if the child inherited his qualities, if would really be a gift to the world, for the next generations.
