They probably are B-sides. Because if they are working on 12 songs for the new album, it would include 13 songs (Numb has been made long time ago).

If the current rate of how many songs the new album will include and if X are b'sides and what everyone thinks about Trevor Horn's work on the Seal album posts is kept up, I'll probably end up suicidal, really...

The 12 Trevor Horn produced songs (including Numb) will form the basis of the new album. They all might fit on the album or if they don't the remainders will be used as b-sides. The rest of the b-sides will probably comprise of songs they were working on before Horn came on board. As the album is still to be completed, PSB won't know how many tracks will be on the final version. 'Release' was going to consist of 11 tracks, but even after the album was completed and mixed they/EMI had time to make the decision that 'Searching For The Face of Jesus' was going to be dropped.
