PLC stands for Public Limited Company. That's a private company whose shares can be bought on the stock exchange.

It's a political remark. In the early 90's, the UK had privatised all of its major industries and was being governed like a business, marketing itself abroad. Neil is commenting on this, as he was rather scornful of this philosophy, being of a socialist persuasion.

And by no means just the early 90s either - UK PLC is open for business with any country, human rights abuses notwithstanding.
