Who sings on I Made My Excuses?

Does anyone know who sings that haunting intro to 'I Made My Excuses...?'
At first I thought it was Chris but not so sure now - it certainly isn't Neil.
Another question regarding the best PSB album since Behaviour - is that Hooky from New Order playing bass on 'Minimal'?

It's probably not Hooky but you can't say it isn't yet
