There's no doubt that there is a legitimate Rhino promo of "I'm with Stupid" floating around out there. Billboard magazine confirms this because it cites "Rhino Promo" with the current #12 showing of the song on its Dance Club Play chart. The only question is whether the alleged promo that's been showing up on eBay is the real thing.
Then again, I guess there is another question: which mix is getting all the club play in the U.S.? If the aforementioned item is legitimate, then it's one of these:

Surely not the "album mix." My guess is that's the PSB Maxi Mix. Then again, all I can do is guess since I haven't set foot in a dance club in more than a decade.

The Rhino promo cd and also a 5 track 12" are 100% real make no mistake about it. I got hold of them a few weeks ago and I can also confirm that it is the single mix and not psb mix edit.
It is true that the cover looks a bit dodgy but Rhino records are not really a big label and so probably run on a small budget and simply made these as a bit of promotion for fundamental (Hence the fundamental cover with I'm with stupid lettering)
I cannot imagine they will release any singles from the album in the US which is a shame but they would probably not make a difference anyway to be honest.
