I don't think that we will see a Greatest Hits so soon, there is only one album between PopArt and the eventually new best of... I will preffer for sure an Alternative 2. For me the best would be a 3CD anthology 1. Hits (with one between NYC Boy or I don't know what you want but I can't give it any more!), 2. Remixes, 3. Live: perfect!

Most easely example of this is the release of U2's album 18. New record deal (OK they switched compagnies) BOOM greatest hits CD very short after "The best of 1990 - 2000" there was absolutly NO reason what so ever to release it. BTW I didn't buy it (yet) I got both new singles from it which is good enough for me. I'm sure it will happen, and sooner rather than later. Probably after one more studio album because I imagine Neil and Chris would put their foot down if it was before then. However, part of the deal might have been to release the single disc version sooner. PopArt did well but being a double disc would have damaged its sales to the casual buyer. Also, remember it was Neil and Chris who changed it at the last minute to a 2 CD version because they could never decide on a good single disc version.
What Parlophone would want is something like this:

A one-disc greatest hits collections is inevitable, and I think there are about 8 or 9 songs that we can be sure will be included: the six singles that made #1 or #2, "Being Boring" (since it's a band and fan fave), and Left to my own devices and SAVE (which are staples of the boys' live performances). "Opportunities" is probably iconic enough that it will have to be included too.
My guess would be that the rest of the collection would be filled out with one or two of the best-charting or best-known tracks from each album that isn't represented above. So, New York city boy and / or Drunk, Home and Dry, and either I'm With Stupid or (if it charts well) Integral. I think either Miracles or Flamboyant would make the cut, too, as a representative of the late period -- hopefully Flamboyant, which didn't chart as well but is the more impressive track.
Throw in a new track, and that's fifteen. Space enough for one or two more, chosen from Suburbia, Rent, Domino Dancing, and Can you forgive her??. There's an incentive not to include It's Alright or Where the streets have no name (I can't take my eyes off you) -- the boys (and presumably Parlo) don't earn publishing royalties on those; in fact, they have to pay 'em. I agree about the majority of songs you mention here, only not Being Boring. A song can be a fan and band favourite, but that's no reason to include it on a Greatest Hits cd. Such compilations aren't released to please fans. It's going to feature tracks that the main audience will recognize. Being Boring was not a hit; it struggled to reach the UK Top 20, only two singles did worse. It also didn't make massive impact outside the UK. No matter how great Being Boring is, it will not generate extra sales. If you look at post-Very Pet Shop Boys singles, the choice of what to include is very subjective. No, it's one big lottery. The two most succesful singles in Europe are probably Se A Vida E and New York City Boy, despits its low charting position in the UK. Either I'm With Stupid or Integral (I think chances are growing for the latter) will be included. You can justify skipping the Release era. I would also love to see Flamboyant on the album (it's much better than Miracles), but Miracles was a UK Top 10-hit...My guess would be that the rest of the collection would be filled out with one or two of the best-charting or best-known tracks from each album that isn't represented above. You have a good point regarding Streets, but royalties don't seem to bother PSB / Parlopone. The track is featured in several (read: too many) PSB tours. Suburbia and Domino Dancing are key Pet Shop Boys tracks and both big hits. Remember this is an international release. It's the second worst charting lead single (behind I don't know what you want but I can't give it any more) and it didn't make any chart impact outside the UK.
