You need to read the two lines as one phrase: "I was somebody falling for one who was not somebody tired of dreaming."Greendrake wrote:

It's a bit convoluted (as lyrics sometimes are) but it means he was falling for somebody who wasn't tired of dreaming.

Well that's the thing: Both uses of "somebody" are entirely superfluous grammatically, adding no meaning to the phrase. If you said "I was falling for one who was not tired of dreaming" It would mean the same thing, but wouldn't fit the meter of the song.
