Because it is a zebra crossing and (in the UK) cars must stop by law as pedestrians on zebra crossings have the right of way.

It's simple - if people are stood ready to cross you stop and let them cross. What's so horrible about that?

Watching the live stream of that crossing though it seems that the infamous nature of it and the amount of people hell bent on recreating the album cover with their friends makes a lot of drivers disregard the pedestrians wanting to cross.

A pedestrian on any road has right of way while they are crossing (Except for motorways and special roads). At a Zebra Crossing, those who are waiting to cross have right of way as well. That is where they fail, because there is no set time for vehicles or pedestrians. IMO, all Zebras should be turned into Pelicans. Too many people use Zebras just to be a pain in the c***. High school lunch hour is a f*** nightmare, even here. The little shits cross one-by-one and dither, and it doesn't take long for the traffic to snarl-up on Peebles High Street (The A72, which is the only cross-country route between Edinburgh and Carlisle).

Yup, That is true. The law is also in the drivers favour if you step off the curb in front of a vehicle without giving it ample time to stop. The law states that you may only cross when the waiting vehicle is stationary.
There was a rather nasty racket going in Liverpool for sometime, and I imagine in many cities to be honest, where little scum bag kids would deliberately step in front of cars and fake getting hit! They would then demand "compensation" from the driver in exchange for not reporting them to the police !

Technically true, but we were always taught to stop if people were waiting to cross. Better to err on the side of caution, as impatient pedestrians will just step out, even if you are not prepared to stop.
