Because it is a zebra crossing and (in the UK) cars must stop by law as pedestrians on zebra crossings have the right of way.

State law here in Wisconsin. Not that anyone bothers with it.

This reminds me of all those red phone boxes in Westminster that hardly ever get used for actual calls these days but hare hardly ever empty because there is a constant stream of tourists taking photos of each other pretending to make a call. I understand that there are very few new ideas in the world but I just can't see the appeal of doing something so clichéd.

Just been watching what appeared to be some Japanese teenage girls with a death wish. Repeatedly walking into the crossing taking no notice of what is coming, standing off the kerb in the road, posing on the crossing with cars and buses stood waiting whilst their friend (stood in the road with the camera!) gets 'the' shot.

I also saw a young lad cross about 6 or 7 times, the final time nearly being hit by a silver taxi as he was towards the far side. The taxi had to brake sharply and for an awful second I thought I was going to witness an accident.

I'm sure if you sat and watched that for long enough you would see someone get run over.

Idiots.

If a driver sees a pedestrian waiting to cross, he/she should be obliged to stop. I don't know if that is technically the law or not but my driving instructor told me it would be an automatic fail in a driving test if you didn't stop. Obviously there are occasions when you can't stop in time but on the other hand drivers should slow down when approaching a zebra crossing anyway in order to check.

London drivers are notorious for not stopping, though, to the point where if one does I acknowledge them with a wave, which is something I shouldn't need to do.

Are the rules slightly different in Scotland? I've just looked it up and a car only has to give right of way when the pedestrian has set foot on the crossing.

Yup, That is true. The law is also in the drivers favour if you step off the curb in front of a vehicle without giving it ample time to stop. The law states that you may only cross when the waiting vehicle is stationary.

Technically true, but we were always taught to stop if people were waiting to cross. Better to err on the side of caution, as impatient pedestrians will just step out, even if you are not prepared to stop.
