You're correct. Putin is insane, but the West have isolated and intimidated Russia via NATO expansion. It's a complex situation that requires ongoing dialogue. Appropriately enough, or inappropriately, shown on TV this week, the film In The Line Of Fire (the Clint Eastwood one) has a moment in common with the song. One of the characters says he doesn't want to ever get to close (on a personal level) to any Presidents, lest he find out he didn't consider them worth risking his life for, which is essentially the same dilemma as our narrator in the song.
