The greatest Pet Shop Boys ballad?

What do you think it is?

For me, 20 years on, Love Comes Quickly still hasn't been beaten. It's amazing how beautiful and moving that song is, considering it's lyrics are quite cliche by PSB standards. A masterpiece.

Ballad doesn't come to mind when I'm listening to the PSB (Scorpions et al. come to mind in that context).

If it is based on political or religious themes, a ballad may then be a version of a hymn.
But if I understand you correctly, It always comes as a surprise would be my choice.
