The problem is that many of these tracks were never made commercially available for sale in CD quality. There will be a sizeable segment of fandom that doesn't care whether an alleged promo is "real" or not as long as they're getting high quality copies of the tracks. This is how the PSB help create piracy and the number one reason why it's inexcusable to release tracks only on promo releases. At a bare minimum they should be overpressing the promos by a few thousands and selling them direct to fans through the official site.
